"Which meme represents Natsu the best?"

Kush's Answer:

One meme immediately came to mind and that would be the like girl smiling while the house is on fire. This is a well known and iconic meme that's been used for over a decade. Like look at the girl's mischievous smile. You cannot tell me this was planned out throughly in the small head of hers.

To be fair, almost any fire meme can fit Natsu despite it's context.
